CREDENTIALS
Mr. Joseph Wheeler,
founder of Colonial Investigations and Security Consultants, Inc., majored
in Criminal Justice and obtained his Bachelor of Arts degree from St.
Thomas University in Miami, Florida. He brings
to the positions of president of the corporation and Chief Investigator,
more than twenty-five years of investigative experience with the
Miami-Dade Police Department (MDPD).
Upon his retirement from the police department in 1996, he obtained
his Florida Investigator’s License and Florida Investigative Agency
License. Both licenses are
regulated by the State of Florida.
On July 15, 1999, Mr.
Wheeler was designated as one of only 178 Florida Certified
Investigators (FCI). As an FCI, Mr. Wheeler regularly attends training
sessions sponsored by the Private Investigative industry to develop new
skills and enhance his knowledge of investigative procedures and
requirements.
Only 3% of Florida investigators have received this designation.
Mr. Wheeler's private
investigative experience began in 1996, upon his retirement from the
Miami-Dade Police Department. Since that time the majority of his
investigative effort has been focused in the area of personal injury,
product liability, accident litigation, surveillance for a variety of
purposes, and criminal defense matters.
Mr. Wheeler’s
experience during his twenty-five year law enforcement career included
assignments in the investigation of property crimes, crimes against
persons, auto theft, fraud, narcotic smuggling, and money laundering.
During his three year tenure in the Narcotics Bureau, he personally
supervised 26 kidnapping for ransom investigations.
Without exception, all kidnapping victims were recovered, unharmed.
Mr. Wheeler’s training
includes advanced instruction in the areas of mobile, stationary,
photographic and video surveillance.
His training also includes interviewing techniques, traffic
accident investigation, courtroom testimony, undercover sting operations,
and numerous other law enforcement oriented training courses.
